UN Women's Kurdistan Regional Action Plan (Iraq)

The UN Women has launched the Kurdistan Regional Action Plan for UNSCR1325 at the governorate level, introducing a localized plan for Duhok. This initiative is designed as a pilot intervention by the High Council of Women and Development (HCWD) in collaboration with UN Women, the UNSCR1325 board, and civil society actors. The plan has been endorsed by the HCWD, the Duhok governor's office, and other stakeholders after extensive consultations.

Pillar 1: Participation

Objective 1: Promote women's participation in leadership and decision-making, fostering security and peacebuilding.

Pillar 2: Protection

Objective 1: Ensure the protection of women and girls, especially in camps, displacement sites, and areas of return.

  • Outcome 2: Improve gender-based violence responses in various sectors.
  • Outcome 3: Strengthen judicial and investigative bodies to address sexual violence.

Objective 2: Protect women and girls affected by conflict from sexual violence and reintegrate them into society.

Pillar 3: Prevention

Objective 1: Create a safe environment for women and girls, fostering societal coexistence and rejecting violence.

  • Outcome 1: Promote societal discourse that upholds tolerance, respect for women's rights, and diversity.
  • Outcome 2: Rehabilitate fighters post-conflict to protect society.
  • Outcome 3: Include gender in early warning systems to prevent conflict-related violence.
  • Outcome 4: Establish preventive measures against gender-based violence in conflict settings.

Objective 2: Increase the resilience of women affected by conflict through livelihood opportunities and access to services.

  • Outcome 1: Facilitate women's economic participation in post-conflict areas.
  • Outcome 2: Expand economic empowerment and livelihood programs.

Funding Information

The budget for the proposal ranges between $50,000 and $60,000.

Duration

The project is expected to run from October 2024 to December 2024 (3 months).

Competencies

The selected partner should possess the following competencies:

  • Technical competency in gender-related interventions.
  • Capacity to deliver results, including governance, financial, and administrative competency.
  • Proven track record in partnerships with UN Women or other donor organizations.
  • Experience in gender-related work and community outreach.

Additional competencies that may enhance service performance are also welcomed.

Eligibility Criteria

UN Women invites qualified organizations to submit technical and financial proposals. Women’s organizations or entities are highly encouraged to apply. No proposal may be withdrawn during the period of proposal validity.
