UN Women has announced a call for proposals to enhance gender equality in Cox’s Bazar, Bangladesh, focusing on the Rohingya refugee camps and host communities.

Program Overview
The goal is to identify a local women’s rights organization (WRO), preferably women-led, with operational presence and capacities in Cox’s Bazar. The selected partner will implement a network of Gender Volunteers to:
- Enhance gender-responsive service delivery
- Promote women's leadership
- Advance social cohesion through the Engaging Men through Accountable Practice (EMAP) approach
Key Indicators and Targets
- Number of project staff and Gender Volunteers skilled in guiding men and boys through behavior change. Target: 82 (2 staff, 80 volunteers – 50 females, 30 males)
- Number of community members participating in EMAP. Target: 200 (160 Rohingya – 80 females, 80 males; 40 host community – 20 females, 20 males)
- Number of crisis-affected and impacted women with increased capacities for leadership and humanitarian activities. Target: 200 (160 Rohingya, 40 host community)
- Number of community incidents resolved or referred to gender-responsive services by Gender Volunteers.
Funding Information
The budget range for this proposal is between 400,000 USD and 430,000 USD.
Competencies
UN Women seeks a local WRO, preferably women-led, with the following competencies:
- Experience in humanitarian response focused on gender equality and women’s empowerment
- Strong relationships with Rohingya refugees and host communities
- Proven experience managing volunteer activities in the refugee camps and host communities
- Organizational capacities including permanent staff and financial management
Proposed team should include:
- Programme Coordinator with expertise in gender-transformative programming
- Gender Expert specializing in women’s leadership and gender-based violence prevention
- Capacity Development Expert experienced in training on gender equality and women’s rights
Eligibility Criteria
Proposals are solicited from Civil Society Organizations (CSOs). Women’s organizations or entities are highly encouraged to apply.
