Small Surface Water and Groundwater Storage Projects - United States

The U.S. Department of the Interior, through the Bureau of Reclamation, is inviting proposals for the Small Surface and Groundwater Storage Program (Small Storage Program). This program supports Federal assistance to enhance water storage opportunities, crucial for future generations and aligned with the Department's priorities.

Program Objective

The objective of this Notice of Funding Opportunity (NOFO) is to provide cost-shared funding for the planning, design, and/or construction of small surface water and groundwater storage projects. These projects are vital for increasing water supply reliability, enhancing groundwater management, and improving water quality and ecosystem benefits in the Western United States.

Type of Award

Awards will be made through a grant or cooperative agreement. Under cooperative agreements, Reclamation is expected to have substantial involvement, including collaboration and close oversight to ensure project objectives are achieved.

Estimated Total Funding: $43,500,000

Maximum Award: $30,000,000

Eligible Projects

Projects eligible for funding include:

  • Planning, design, and construction of small surface water and groundwater storage facilities.
  • The project must have a completed feasibility study submitted to Reclamation by August 15, 2024 (for the first submittal period) or April 30, 2025 (for the second submittal period).
  • Projects must be located in the Western United States, including states such as Alaska, Arizona, California, Colorado, and others as specified in the Reclamation Act of June 17, 1902.
  • Projects must increase water yield above existing conditions for identified beneficiaries and the environment.

Eligibility Criteria

Eligible applicants include:

  • State governments
  • County governments
  • City or township governments
  • Special district governments
  • Independent school districts
  • Public and State controlled institutions of higher education
  • Federally recognized Native American Tribal governments
  • Public housing authorities/Indian housing authorities
  • Native American Tribal organizations (other than Federally recognized Tribal governments)
  • Joint powers authorities organized pursuant to state law
