DAFI Scholarship Programme for Academic Year 2024-2025 (Rwanda)

The UNHCR's Tertiary Refugee Scholarship Programme (DAFI) offers qualified refugee and returnee students the opportunity to pursue an undergraduate degree either in their country of asylum or home country. This scholarship aims to provide students with the academic and professional knowledge, skills, and competencies needed to earn a bachelor’s degree or equivalent qualification.

About the Programme

DAFI covers programmes at International Standard Classification of Education (ISCED) level 6, including bachelor’s degrees and equivalent qualifications. It also includes short-cycle tertiary education, ISCED level 5 courses, and accredited Technical and Vocational Education and Training (TVET) programmes of two years or more that lead to a certification or diploma.

Scholars are expected to engage in community activities and skills development linked to their studies. UNHCR and its education partner maintain close contact with each scholar and the higher education institutions to ensure their academic success and well-being. Note that the DAFI scholarship does not cover master’s studies.

In Rwanda, over 540 DAFI scholarships have been awarded to eligible refugees at the bachelor’s degree level. For the academic year 2024 - 2025, new scholarships are available for qualified refugees and asylum-seekers in Rwanda.

Eligibility Criteria

To apply for the DAFI scholarship, students must meet the following criteria:

  • Be a recognized refugee or asylum seeker living in Rwanda.
  • Have achieved excellent academic performance.
  • Have been accepted to a university in Rwanda. (Proof of admission must be submitted.)
  • Only one family member can apply to ensure equal distribution of benefits among refugee students.
  • Female candidates and those with special needs education are highly encouraged to apply.

Ineligibility Criteria

The following individuals are not eligible to apply:

  • Those currently benefiting from another higher education scholarship programme.
  • Applicants confirmed to depart for resettlement to third countries.
