The Council on Foreign Relations (CFR) is seeking applications for the International Affairs Fellowship (IAF) program, which aims to bridge the gap between the study and making of U.S. foreign policy by creating the next generation of scholar-practitioners.

Overview
This transformational program offers fellows the chance to experience a new environment and gain a different perspective at a pivotal moment in their careers. The IAF program's more than 650 alumni constitute a who's who of the U.S. foreign policy community, including a former secretary of state, several undersecretaries of state and defense, ambassadors, and many other influential leaders in government, academia, and the private sector.
Fellows from academia or the private sector work in the U.S. government or at an international organization, while fellows from the government contribute to projects at CFR's offices in New York or Washington, DC. CFR is especially interested in candidates who can contribute to its RealEcon Initiative, China Strategy Initiative, technology, and climate initiatives.
Funding Information
The fellowship runs for twelve months starting in September. Fellows receive a stipend of $120,000 for the period. Fellows are independent contractors, not employees of CFR, and are therefore not eligible for employment benefits such as health insurance. No indirect costs can be deducted from the stipend.
CFR assists fellows in academia or the private sector in finding a suitable placement in the U.S. government or at an international organization. Fellows from the federal government or U.S. military have the choice of working at CFR's New York or Washington, DC offices.
All fellows are expected to have a full-time, in-person experience, working on-site with their host organization or agency for at least three days per week.
Eligibility Criteria
To apply, candidates must meet the following criteria:
- Applicants must be U.S. citizens.
- Applicants must be mid-career professionals.
- Applicants must have a strong record of professional achievement and a firm grounding in foreign policy.
- A bachelor’s degree or equivalent is required; a PhD is not required but may be typical for university-based applicants.
- The fellowship is not intended for pre- or postdoctoral research or work toward a degree.
- Preference is given to candidates from academia or the private sector with no prior experience in the U.S. government or at international organizations.
- For government or military candidates, preference is given to those who can contribute to CFR's RealEcon Initiative, China Strategy Initiative, technology, and climate projects.
