The United Nations Educational, Scientific and Cultural Organization (UNESCO) is seeking expressions of interest from qualified organizations or individuals to support the National Institute for Educational Development (NIED) in creating learning materials incorporating UNESCO's Global Media and Information Literacy (MIL) Standards.

Objectives

The consultant will be required to:

  • Conduct a four-day needs analysis and co-creation workshop involving 14 teachers from each of the 14 regions, along with senior education officers (SEO) from NIED, to assess and align the Information and Communication (IC) curriculum to UNESCO’s Global Media and Information Literacy standards.
  • Develop professionally designed learning materials with graphics for Grade 8-9 learners.

Scope of Work

The consultant will be responsible for the following:

  • Consultation with Education Stakeholders: Conduct a needs analysis and engage key stakeholders to assess current educational and teacher needs and identify solutions for developing new learning materials aligned with UNESCO’s Global MIL standards.
  • Identification of Gaps and Recommendations: Identify discrepancies between the Namibian IC Curriculum and global MIL standards, and compile recommendations for curriculum improvements.
  • Validation of Recommendations: Review and validate the recommendations for learning material with teachers and curriculum experts to ensure accuracy, relevance, and feasibility.
  • Co-create Learning Materials: Co-create learning materials with teachers based on the recommendations.
  • Develop a Blueprint: Develop a blueprint for revising curricula and learning materials for other grades.
  • Enhance Learning Materials: Improve educational resources to engage Grade 8 and 9 learners visually and support effective learning.

Funding Information

A total of $6,500 USD is available, paid by UNESCO in installments based on the specified outputs/deliverables and upon approval of the quality of work by UNESCO and NIED.

Expected Outputs/Deliverables

  • Ensure alignment of the Namibian Information and Communication Curriculum for Grades 8 and 9 with global Media and Information Literacy (MIL) standards.
  • Develop and submit a comprehensive blueprint for revising the IC Curriculum for other grades.
  • Develop and submit learning material for Grade 8 and 9 learners to support effective learning in alignment with the curriculum.

Eligibility Criteria

  • At least three years of combined working experience in ICT, MIL, training and facilitation, or policy formulation. Experience in curriculum development is an advantage.
  • Skills in facilitation of stakeholder engagements/workshops.
  • Evidence of similar assignments.
  • Experience in research, management, and programming-related work.
