The United Nations Development Programme (UNDP) is inviting proposals for the "Addressing the Issue of Missing Persons" project. This initiative, jointly implemented by UNSMIL and UNDP and funded by the Netherlands’ Ministry of Foreign Affairs, aims to support national NGOs and civil society organizations (CSOs) in Libya.
Objective
The objective of this Call for Proposals is to support national NGOs and CSOs in documenting cases of missing persons in key areas of Libya, including Benghazi, Derna, Kufra, Misrata, Murzuq, Sebha, Tarhuna, Tawergha, and Tripoli. This documentation will support transitional justice and rights-based reconciliation by enabling meaningful participation and advocating for victims' rights. Selected CSOs will conduct trauma-informed interviews with families of missing persons and compile a comprehensive report with recommendations for future transitional justice processes.
Scope
Selected national CSOs/NGOs are expected to:
- Collect data on missing persons in target areas using dedicated statement-taking forms. This includes interviewing families, experts, and witnesses about specific cases or patterns of missing persons.
- Submit a final report summarizing key findings, concrete suggestions for advancing the needs and demands of families, and recommendations for a victims-centered transitional justice.
Funding Information
Proposal Amounts: USD 5,000 to USD 10,000
Funding amounts range from a minimum of USD 5,000 for direct interventions in a single community or geographical area to a maximum of USD 10,000 for multiple communities or areas within Libya.
Duration
The project duration will not exceed three months, beginning in October 2024.
Outcomes
This Low Value Grant (LVG) aims to achieve:
- Better engagement of victims in national and international transitional justice initiatives.
- Improved responsiveness and accountability of security and justice sector institutions, preventing gross human rights violations.
Expected Deliverables
Expected deliverables include:
- Design documentation tools such as statement-taking forms and stakeholder mapping.
- Completed questionnaires from interviews with families (primary data).
- A final report detailing investigation results and recommendations.
Eligibility Criteria
To be eligible, national NGOs/CSOs must:
- Be officially and duly registered organizations in Libya (including civil society and non-governmental organizations, or academic/institutional NGOs).
- Have project management capacity including staff, equipment, and budget handling capabilities.
- Demonstrate experience in implementing similar actions/grants.
- Show a management structure and supervisory staff adequate to achieve the expected results.
- Have at least two years of relevant experience or technical expertise in human rights and accountability in the past four years.
